This brief article proposes a Kitan etymology for the Mongolian toponym Khuli (Written Mongol Oulji), a word found in several place names, especially hydronyms, primarily near localities in Khentii province, Bulgan province, and Dundgow' province known from archeological and inscriptional records to have had Kitan populations. We also briefly discuss the Liao Annals (in Chinese, if & Liao Shi) account of the Kitan Emperor Sal(AI Abaoii or 2(EX Anbalian's 924 A.D. capture of the then-ruined former Uygur capital Ordu Balig (known in Mongolian as Khar Balgas) in what is now modern Mongolia and the still-lost trilingual Kitan-Turkic-Chinese inscription mentioned in connection with this historical event.
