Товч агуулга: Төрийн захиргааны үйл ажиллагаа өмнө нь хууль болон бодлогын хэрэгжүүлэлтэд гол нь үр ашигтай байхыг шаардаж байсан бол, өнөөгийн захиргааны өөрчлөлтийн мөн чанар нийгэмд үр дүнтэй үйлчилгээ үзүүлэхэд чиглэгдэж байна. Засгийн газрын стратегийн цөм нь шийдвэр гаргахдаа сонгогдсон улс төрчид болон төрийн үйлчилгээний туршлагатай мэргэжилтнүүдтэй өндөр түвшинд хамтран ажиллах, мөн засгийн газар төвлөрсөн бус төрийн бүтэц дээр суурилж агентлагуудын процедураас илүү үр дүнгээ хариуцах чадвартайгаар зохион байгуулагдах, үр ашигтай нийгмийн үйлчилгээг хангахын тулд орчин үеийн мэдээлэл харилцааны технологиор хангагдсан байхад чиглэгдэж байна.

Abstract: Public administration plays a central role on the Millennium Development Goals(MDGs) because they will only be achieved to the extent that the national states in thedeveloping countries count with state organizations strong enough to promote them. In thecase of the poorer countries, for which the attainment of these goals will depend on thesupport of developed countries through the UN system international institutions, such aidalso will depend on the governance capacity of each country and particularly on thequality of the more general instrument of collective action they count with: the stateorganization and its public administration.In each country, the strength or capability of the state organization depends, first,on its democratic political institutions, that make the rule of law effective, human rights,assured, and the government or administration, legitimate.
