Abstract

Journalism does not directly and fully
participate in the system of distribution of
power, but as a builder of the social legal
consciousness of the rule of law, which is the
basis of parliamentary systems. It creates a
positive and negative public opinion in the
norms established by law and influences of its
implementation. It provides a role and
responsibility to inculcate in society the idea of
setting new norms. There is every reason to
believe that parliamentary journalism is
different from other types of journalism
(economic, political, sports journalism, etc.) in
that it participates in the establishment,
formation, and updating of laws and
regulations.
Parliamentary journalism must have the basic
“qualities” of being aware of the times, of
serving the needs of the information of
interest, of being responsible for stimulating
and directing public debate, and of overseeing
public policy. Even nowadays Mongolian
parliamentary journalists are required to have
the skills and knowledge of a “leader” of
communication rather than information.
