Abstract

A presidential candidate is a leader
of a society, not a party. A leader must
see the future of his country, feel the
reforms and changes, and create the
beliefs and visions that will lead the
society and the public. Candidate P.
Ochirbat was a political leader, while
candidate L. Tudev was not recognized by
the party. President P. Ochirbat was more
of a visionary, future leader than a
democratic leader. The fact that an
influential Communist politician is a
candidate for the democratic forces and
wins the election is a very special
phenomenon. This event can only be
explained by the unique attitudes,
circumstances and needs of the society at
that time.
