Abstract

J.Tseveen, the founder of
Mongolia's first periodical, was persecuted
as a Westerner in the second half of the
1920s and forced to leave Mongolia and
sent to Russia, where he was imprisoned
on false charges and killed. From that time
on, J.Tseveen was painted as an
oppositionist and a propagandist of
Western ideology, and his merits were
suppressed. He was acquitted in the late
1950s, but he has not done enough to
restore his dignity and put in place the
merits of Mongolia's intellectual sector.
To this day, little has been said or
written about his role in founding the
Mongolian People's Party. However, a
document written in black on a white sheet
of paper testifying that he was the first
leader and main ideologue of the
Mongolian People's Party was found in the
personal archives of Ch.Mijeekhuu. The
document contains the minutes of the
Congress of the Mongolian People's Party
held on March 1, 1921 (then called the
"People's Party Meeting" and renamed the
Parliament in 1924), the meetings held on
March 2 and 3. It is a complex source
consisting of the introduction to the
proclamation of the People's Party, the ten
aspirations of the Party, and the names of
those who participated in the Congress
and the conference.
