Recent publications of archives reveal
that since the declaration of Mongolia’s
autonomy and subsequently the Mongolian
People’s Republic the authorities then in
power attached a special attention and
supported through policies the formation and
development of a sector of photography.
This study aims at a comparative analysis
and systematic approach of regulatory acts
and decisions regarding the genesis of
photography, eventually on photojournalism
in Mongolia. The government meticulously
tracked and supported setting up a
framework for photography and its
application and any use as it was considered
an important media tool for ideological
purposes mainly and solely at that time.
However, this policy played a primary role for
the initial educating and training national
photographers and technicians, setting up
an institutional base of photography agency
and spreading photography services for
commoners.
For the purposes of tracking and
resurrecting the historical chronology and
impact of regulatory acts from first few
photographer’s stores to photojournalism in
national mass media, the research covered
most of available acts and publications on
ruling political party and its affiliating public
associations, government decisions,
statures and legal instructions in area od
science, education and culture, newspaper
and magazine editions and, where available,
home security departments, as the state
control in photography sector was immense
and conscientious.
The study is to fulfill a gap in
photography history and understanding the
further ways for photography and in
particular photojournalism from a
retrospective point of view and assist
