Abstract

This article discusses about the
people who participated in creating the first
Mongolian newspaper. The first newspaper,
Shini Toli Khemeeh Bichig, was written by
scholar and enlightener J.Tseveen. It is
believed that it was founded by him. There
are also researchers who believe that
Russian diplomat I.Ya.Korostovets created
it. The purpose of this article is to refute that
view. J.Tseveen published a newspaper to
protect Mongolia's independence and
enlighten Mongolians. But I.Ya.Korostovets
in 1912, was trying to publish a newspaper
to promote the treaty forced upon the
Mongols and to implement the imperial
Russian occupation policy. This article aims
to prove that there is no reason to believe
that the first newspaper was created by J.
Tseveen.
