Abstract
This article discusses two historic peculiar documents prepared by
some leaders of the Central Committee of the Mongolian People’s Revolutionary
Party concerning the Proposal to enter the MPR into the USSR Sovereignty, which
occurred shortly after the declaration of the MPR’s independence by international
law and its appearance on international stage as a nation state. The International
legal framework of Mongolian independence founded in the Top Secret Agreement
entitled, «Agreement Regarding Entry of the Soviet Union into the War against
Japan» of Yalta Conference signed by Soviet Premier Joseph Stalin, U.S. President
Franklin D.Roosevelt and and UK Prime Minister Winston Churchill on February
11, 1945. In Moscow, in the Sino-Soviet Treaty of Friendship and Alliance signed
on 14 August 1945, China agreed to recognize Mongolian independence after its
successful national referendum. The national referendum for independence was
held in the MPR on 20 October 1945. It was approved by 100 percent of votes.
Furthermore, during the signing of Treaty on Friendship and Mutual Assistance
between the Soviet Union and the People’s Republic of China on 14 February
1950, Andrey Ya. Vyshinsky, Soviet Foreign Minister, and Zhou Enlai, Premier and
Foreign Minister of the PRC, in presence of Marshal Joseph Stalin, Soviet leader
and Mao Zedong, Leader of the CPC, are confirmed again with exchange of notes
regarding the independence of the MPR as a result of its national referendum
held on 1945. The two documents of the mentioned proposal had opposing
characteristics in its nature regarding the independence of the MPR.
