The research aims to explain the event of July 1st 2008 by using a sociological theory of collective behavior and particularly the theory of six elements of analysis proposed by Neil Smelser and while conducting a photo analyses. Processes of the July 1st event are analyzed with six determinants of collective behavior and there are the following: Structural conduciveness, structural strain, spread generalized believes, precipitating factors, coordinated group, operation of social control. Hypothesis is the mass protest in July 1st was an expression of people’s attitude towards social issues which is characterized by their decreasing trust in state and increasing corruption. Author concluded main reasons for collective action to take place in Mongolia are corruption and social inequality. Increased bureaucracy and unequal service quality that imply discrimination affect the majority of people who have low income. This leads people to show less trust in governmental institutions and in consequence, many people have become willing to actively participate in collective actions.
