Abstract

The participation of persons with disabilities (PWD) in the political process and in decision-making is the cornerstone for the realization of the rights of persons with disabilities. Therefore, based on research, this article examines the current situation of the political participation of PWDs, or the implementation of the right to vote and be elected. In carrying out the research work, data was collected from 71 people with disabilities through individual and focus group interviews and case studies using quantitative and qualitative research methods, and the results were analyzed by document analysis and comparison methods.

According to the results found in this research, it can be concluded that poor infrastructure and access to information, legal regulation, and implementation limit the political participation of PWDs are insufficient; the policies and rules of political parties do not promote how to ensure the participation of PWDs; and it has been identified that there are some issues, such as non-fulfillment of obligations under international documents and conventions, that have acceded to Mongolia; and some possibilities and options for solving them are presented in the article.
