Public transportation service police and research recommendations of Ulaanbaatar city: a brief literature review

Abstract

Public transport services are not only a means of reducing congestion, but also an important tool for reducing the negative environmental impact in the region and equally meeting the needs of social target groups for transport services. According to Ulaanbaatar city administration, during the last 2 decades, several researches on public transportation issues. The authors examined and analyzed these researches and their recommendations at 3 theoretical levels аs macro, mezo and micro.

 Also, the authors analyzed the policy decisions of city and national decision makers from the point of view of 3 policy decision options zerro option, updated option, and radical option. According to the results of the policy analysis, more short-term methods are used to improve public transport services in Ulaanbaatar. In this, works have been carried out in updating the bus fleet, increasing its number, shortening its lifespan, and improving roads. However, implementing the long-term public transport policy is slow and ineffective. The authors used such policy research methods as policy document review, content analysis, and case study. Ultimately, the authors concluded that most policy decisions were based on updated options
