Abstract

Abstract: COVID-19 has profoundly affected life of all Mongolians, from basic human rights to their daily life, education, employment, and social and economic well-being. Pandemic related new and old legal regulations are implemented inadequately. The first response was a strict lockdown, which has continued too long without a proper policy supporting the economy. Last two years schools and kindergartens were closed. Remote learning without access to internet and rising domestic violence have affected well-being of many children and women. The country is already in the spike of the coronavirus infection however, a comprehensive COVID-19 socio-economic policy was launched only after 14 month since the first lockdown. The whole emergency cycle is not well addressed in response actions. Mongolia needs more recovery efforts with a good balance in human rights and rule of laws, and inclusive and participatory policymaking that make communities resilient to the next phase of this pandemic.
