Abstract

In 2011 Mongolia was the fastest growing economy in the world. Mining is the engine room of Mongolia’s economic development and thus requires a set of policy tools that will ensure the sustainability of its development. Policy tools that provide evidence based policy options on the optimal management of mining activities and of the externalities they generate was a key concern for the Mongolian Government. Cost benefit analysis is an approach used to determine the net worth of a project, programme or policy, by allocating a monetized value to each of its direct and indirect benefits and costs. It is a tool that supports evidence-based decision making by making different options or alternatives comparable. The social changes, both positive and negative, tend to be exacerbated as mining investment accelerates. The rapidity with which mining development takes place in certain areas drives increased social pressure and hinders successful adaptation for the community.
